Disinfectants
Never before have disinfectants been in such demand in Germany as they are now. After all, meticulous hygiene is the best and safest way to protect yourself from the dreaded coronavirus. The run on the products began weeks ago and has led to the shelves in stationary trade and in numerous online stores being empty in the meantime.
What are disinfectants and what do they have to do?
A disinfectant is a chemical substance or a mixture of different substances that is used to disinfect either an instrument, a surface, or our skin. Depending on the pathogen or area of application, a distinction is made between virucides, fungicides and bactericides. Strictly speaking, disinfectants are no longer cosmetics. They usually consist of more than 70 percent alcohol and are subject to the Biocide Regulation, which officially bears the name “Regulation (EU) No. 528/2012”. The aim of the regulation is to ensure the highest possible protection for human and animal health. It also aims to harmonize the market of biocidal products, which includes disinfectants, within the EU.
Sale of disinfectants – facilitated by Covid-19
Due to the Corona crisis, the federal government observed a significantly stronger demand for disinfectants at the beginning of 2020. However, this demand could no longer be adequately met with the resources and regulations available to date.
The marketing of disinfectants was facilitated in many countries during the COVID-19 pandemic to meet the need for effective disinfectants. For example, the FDA (Food and Drug Administration) in the United States and the ECHA (European Chemicals Agency) in the European Union took temporary measures to facilitate the manufacture and distribution of disinfectants during the pandemic.
In some countries, temporary registration processes and requirements for the marketing of disinfectants were put in place to increase the availability of disinfectants. These measures were taken to ensure that disinfectants could be brought to market quickly to meet demand during the pandemic.
For this reason, the Federal Chemicals Agency initially issued the “General ruling on the authorization of biocidal products containing 2-propanol for hygienic hand disinfection in accordance with Article 55(1) of Regulation (EU) No 528/2012” at the beginning of March 2020. Only a few days later, a supplement followed under the name “General ruling on the authorization of biocidal products containing 2-propanol, 1-propanol and ethanol for hygienic hand disinfection”. Another amendment was announced on March 20, 2020, and regulates “dispensing to professional users.”
The last extension to date was on April 02, 2020, which deals with the “Authorization of biocidal products containing ethanol, chloramine-T and sodium hypochlorite for surface disinfection for supply to and use by professional users due to a risk to public health.” The temporary exemptions are initially effective until August and September 2020, respectively.
The rulings cover the guidelines related to the formulations now approved. Among other things, they also deal with the minimum purity of the substances used.
Incidentally, the general rulings were issued in close consultation with the BMG and BMU.
Ensuring sufficient disinfectant for all
All these exceptions had one important purpose: to enable as many sectors and companies as possible to provide additional disinfectants.
Thus, in addition to pharmacies, chemical and pharmaceutical industrial companies were also allowed to produce disinfectants. In addition, legal entities under public law were also authorized to manufacture.
However, the dispensing of disinfectants was generally restricted to professional users. This ensured that sufficient disinfectants could be made available to the general health care system, hospitals, medical practices and nursing facilities.
Faster approval due to the Corona crisis
The legal basis for the production of a disinfectant containing alcohol is usually very complex. Among other things, complex and time-consuming tests are required. Approval usually takes a year. The general orders simplified the procedures so that disinfectant was made available in sufficient quantities to important medical institutions and facilities.
Precautions
The COVID-19 pandemic is not yet over. Although there has been progress in the vaccination campaign and measures to contain the spread of the virus in some countries, there are still countries where infection rates are high and the health care system is overburdened.
The delta variant of the virus has led to an increase in infection numbers in many countries and has intensified containment measures. There is also the possibility that other variants of the virus could emerge, which would pose further challenges in combating the pandemic.
It is therefore important to continue to take precautions such as wearing masks, maintaining distance rules, and washing hands regularly to slow and stop the spread of the virus. Disinfectants will continue to be important to slow and stop the spread of COVID-19 and other infectious diseases. Disinfectants help reduce the risk of transmission of the virus.
